How to Exchange a Foreign Driver’s License in Panama

Clients Ask

“I have a valid driver’s license from abroad. What do I need to do before I can drive as a resident in Panama?”

Start with two checks: your immigration status in Panama and the authority that issued your license. If you are moving to Panama, confirm when you need a Panamanian license before driving. For a first Panamanian license based on a valid foreign license, SERTRACEN calls the process homologación.

1. Confirm who can certify your license

Ask the SERTRACEN licensing service what it accepts for your issuing jurisdiction. SERTRACEN requires confirmation that the license is valid and a certified comparison of both sides with the original (cotejo). The documents may come from the issuing authority or an appropriate diplomatic or consular mission. If your license was issued by a state or province, start with the authority named on the card.

Ask which authentication route applies before paying for documents. Depending on who signs them, SERTRACEN lists an apostille where applicable, authentication through a Panamanian consulate abroad followed by Panama’s Ministry of Foreign Affairs (MIRE), or authentication by MIRE of a diplomatic or consular signature made in Panama.

2. Prepare for your SERTRACEN appointment

  • Bring your valid foreign driver’s license and the required authenticated certification and cotejo.
  • If you use a migration card as proof of status, bring the valid original card and your original passport. The passport nationality must match the card. Check the separate requirements if you use a Panamanian foreign-resident ID (cédula E).
  • If the foreign license does not show your blood type and Rh factor, bring a report from a clinical laboratory approved by the relevant council of Panama’s Ministry of Health (MINSA). The report needs the laboratory stamp and signature.
  • Check your clearance with the transit authority (ATTT). An active payment plan can affect license validity.
  • Plan for vision and hearing checks. Review any additional requirements for your age and license category.

If you recently renewed your passport, see what a new passport means for your Panama residency records before gathering your documents.

3. Check fees and validity

The SERTRACEN fee schedule lists B/. 40 for standard first issuance. Reduced rates depend on the applicable age or eligibility category and supporting documents. Certification, authentication and a laboratory report may add separate costs. If you hold temporary residence, the Panamanian license expires when your migration card expires or after four years, whichever comes first.

Example: a license issued in Germany

The German Embassy in Panama publishes a specific route for German licenses. Fill in the SERTRACEN consular certification form, upload both sides of the license and print the form. Take it with your original passport and German license to the embassy appointment and sign it there. The embassy lists a €96 fee. Have MIRE authenticate the embassy signature before proceeding to SERTRACEN.

The German Embassy also states that tourists can drive for up to 90 days with a German card-format license while carrying the original license and passport. It says the German license ceases to authorize driving in Panama once temporary or permanent residence is granted. Check the guidance that applies to your own issuing jurisdiction before relying on tourist driving privileges.
